The chairman of the Public Accounts Committee John McGuinness has said the penalty points system is still being abused despite a series of overhauls.
He said the most recent allegations by Sergeant Maurice McCabe showed there was a broader culture of abuse which needed to be changed.
Mr McGuinness was speaking as the committee published its report into the penalty points affair, claiming Ireland loses millions of euro every year because of abuse in the system.
Deputy McGuinness said the recent changes to the system had not stopped the problem.
He said: "The fact that there are repeat offenders within and outside the force quashing the points and having their points quashed must be of concern to those that are managing the Garda force."
