There has been criticism of plans to charge people for water they can't drink.
The energy regulator has published its proposals for water charges, including a charge of just under half a cent for every litre.
The plans would also include a 50% deduction for customers who cannot drink their water, with no charges at all after three months.
But Fianna Fáil's Barry Cowen said nobody should be asked to pay for water they can't drink.
"There are people in Roscommon and other parts of the country who are on boil notices, who can't drink the water," he said.
"You've to pay for half of it, when you can’t drink it? That doesn’t make sense."
