Sinn Féin is vowing to fight water charge legislation tooth and nail, though the party admits the Government has the numbers to force it through.
The coalition is putting through laws that mean landlords will have to pay the charges if tenants leave without doing so.
Another bill on Friday will allow people who accumulate €500 in unpaid charges be taken to court so the money can be deducted from wages, welfare or pensions.
Sinn Féin deputy leader Mary Lou McDonald said these laws would not change the minds of people who have decided not to pay the charges.
She said: "We'll oppose these measures tooth and nail...If the government backbenchers are prepared simply to be voting fodder and to stand over these measures of bullying people, that's their choice."
