The Taoiseach Enda Kenny is promising to publish the government's proposals for water charges before the local elections.

Enda Kenny's dismissed claims that the government is holding back the full details of the charges until after next month's Local and European elections.

It comes after the Environment Minister Phil Hogan played down newspaper reports of a €100 standing charge for most homes before they run a single tap.
