A man who lives nearby said it is the second shooting in the area in a month, while in August a mother of six and a 30-year-old man were brutally murdered in nearby Balbutcher Drive.
He said: "This is the second incident in the space of less than a month and the residents around here are quite shocked.
"It is sad to see a Garda injured and another guy in hospital, it's just unbelievable."
Drug feuding has been going on in Ballymun for some time.
Dessie Ellis, a local TD, said: "There is an awful lot of ureported gun crimes where there are shots being fired at windows, sort of intimidation."
Locals say it is lucky nobody was killed after shots were fired during a garda raid in North Dublin.
An officer and an 18-year-old man are recovering in hospital after being injured in Ballymun. Three people have been arrested.
The shooting happened just before 7am this morning as Gardaí were carrying out a planned drugs raid on Barnewall Drive in Ballymun.
Armed officers were breaking down the door of a house when shots were fired at them. They returned fire.
During this exchange, a Garda was shot in the arm and an 18-year-old man in the house was shot in the shoulder.
They have both been taken to hospital but their injuries are not life threatening.
One local man gave his reaction saying: "It got a bit rough alright, to be honest I think it is mostly drugs, they all do it."
Local cllr Andrew Montague says it is lucky nobody was killed during the shooting.
He said: "This area is full of families, full of children, elderly people, it just could have been so serious, they shot randomly, they didn't know what was going to happen."
A man and two women in their 30s and 40s have been arrested on suspicion of gun possession.

Sinn Féin TD Dessie Ellis says the situation’s been simmering for a while.
He said: "There have been a number of incidents and a lot of guns used, it was probably going to happen sooner rather than later."
The Gardaí and GSOC are carrying out separate investigations into the shooting.

A member of the Gardaí and a man have been shot in Dublin.
The shooting incident happened during a planned search operation in Ballymun in the north of the city in the early hours of Thursday.
The garda and the man were treated at the scene in Barnwall Drive and then taken to hospital.
Their injuries are not believed to be life threatening.
The Garda Ombudsman had been informed of the incident.
Gardaí have appealed for anyone with information to contact them.
